Election to Fill the Vacant US Senate Seat from Massachusetts - January 19

Pepperell Town Clerk

The State of Massachusetts will hold a special election to fill the United States Senate seat left vacate by the death of Senator Ted Kennedy. A primary election will be held on December 8, 2009. The general election to be held January 19, 2010. The polling place in Pepperell will be the Varnum Brook Middle School gymnasium. The polls will be open from 7:00am-8:00pm.

Absentee Ballots are now available at the Town Clerk's office. Voters who are disabled or know that they will be away on January 19 may apply for an Absentee Ballot and simultaneously vote during normal business hours up until noon on Friday, January 15. If you have already applied for an Absentee ballot, it will be mailed to you and must arrive back at the Town Clerk's office on Friday, January 15 by 12:00 noon or the Pepperell Post Office by 5:00pm on Election Day, January 19.

Pepperell Voter Registration Session -December 30

Pepperell Town Clerk

A special registration session will be held on Wednesday, December 30, from 9:00 AM to 8:00 PM at the Town Clerk’s office. This will be the last day for you to register to vote at the State Election on January 19, 2010.

Voter registration forms are available at the Town Hall, Post Office and Lawrence Library and must be postmarked before midnight December 30. You may also register at the Town Clerk's office during regular business hours.

H1N1 Clinic at North Middlesex Regional High School - Friday, December 18, 3:00-6:00pm

Pepperell Board of Health & Nashoba Associated Boards of Health

The Nashoba Associated Boards of Health will be conducting an H1N1 Clinic on December 18 from 3:00-6:00pm at the North Middlesex Regional High School, as well as clinics in Berlin (12/17), St. Anthony of Padula in Shirley (12/28), and Ashburnham (12/30). Children 9 and younger can attend these clinics to receive their second dose of the vaccine. The second dose must be administered 21-28 days after the first dose.

Vaccine administered in accordance with the guidance from the Massachusetts Department of Public Health. Those guidelines are listed below:

  • All children 6 months to 18 years of age
  • Pregnant women, up to 2 weeks postpartum (including after pregnancy loss)
  • Household contacts of infants younger than 6 months of age
  • Household contacts of pregnant women in their third trimester to ensure their newborns go home to a safe environment
  • Healthcare personnel with direct patient contact

Adults 25-64 years of age with high risk conditions; high risk conditions include:

  • Pulmonary (including asthma)
  • Cardiovascular (except hypertension)
  • Renal, hepatic, cognitive, hematologic, neurologic/neuromuscular, or metabolic disorders (including diabetes mellitus)
  • Immunosuppression (including that caused by medications or by HIV)

PACH Outreach Seeking Donations for Happy Holiday Dinner - through Dec 20

PACH Outreach

PACH Outreach plans to provide festive holiday ham dinners for Pepperell residents in need this month. The community’s generosity recently provided for Thanksgiving servings and PACH Outreach is asking for assistance with holiday meals this December as well. Specific items sought through December 20 include:

  • Canned Ham
  • Quick Breads and other forms of desserts
  • Canned Vegetables such as
    • Creamed Corn
    • Beets
    • Carrots
    • Mixed Vegetables
    • Pineapples & Pears

These, and any donations of non-perishable food with unexpired freshness dates, can be made at:

  • Century 21 Nashoba Associates office in Pepperell from 9:00 am to 5:00 pm 7 days a week, or
  • PACH Outreach during office hours: Tuesdays from 6:00 – 8:00 pm; Thursdays from 1:30 – 3:30 pm; and third Saturdays each month from 12:00 -2:00 pm

Residents interested in receiving holiday dinners should contact PACH Outreach by phone, leaving a count of recipients and a phone number where they can be reached.

Reverse 911 test run - Sunday, December 13

Pepperell Emergency Planning Agency and Communications Department

The Pepperell Emergency Planning Agency and Communications Department will perform a test call run of the Reverse 911 system on Sunday, December 13, beginning at 12:00 noon. The test is expected to take approximately five hours to complete given the volume of numbers to be called. Please note that in the case of an actual emergency, more outgoing phone lines would be employed to dramatically speed communications.

If your phone number is registered with the system - if you have a conventional land line or if you have registered you cellular or broadband-based telephone number with the Pepperell Communications Department - you will receive a short message from the system some time during the test on Sunday afternoon. If you have not registered your phone number, or if you are unsure if your number is registered with the system, please use the online form to enter your information.

Thanksgiving Meals for Pepperell Residents

PACH (Pepperell Aid from Community to Home)

PACH Outreach (Pepperell Aid from Community to Home) is organizing donations for Thanksgiving meals. Pepperell residents, who can benefit from a donated holiday meal, should contact PACH Outreach by calling (978) 925-8052 or e-mail at: pepperell@pachoutreach.org. Please leave your name and number, and someone to contact you. Requests will be accepted through Friday, November 13.

Leading up to the holidays, PACH Outreach is seeking donations for these Thanksgiving baskets, with the generous assistance of Donelan’s Supermarket in Pepperell. Contributions in ten dollar increments can be made at Donelan’s now through Friday, November 20. All donations will go directly to provide Thanksgiving baskets, especially turkeys, for Pepperell residents in need of support..

Pepperell Zoning Board of Appeals

The Pepperell Zoing Board of Appeals will hold a Public Hearing on September 9 at 7:00pm in Pepperell Town Hall, Conference room A regarding an application that has been submitted by Christine E. Morrissey on behalf of Pepperell Pharmacy, Inc., requesting a Zoning Board of Appeals VARIANCE under Sections 4140 and 9222 of the Town of Pepperell Zoning-By-Law, which if granted, would allow an addition to the existing structure which is presently pre-existing and currently non-conforming. Pursuant to Section 4140, the side yard set back in the Commercial District is 15-feet. Applicant’s proposed addition would be 7-feet from the property line, therefore Applicant seeks relief of 8-feet. Subject property is located at 74 Main Street, Pepperell, MA, as shown on Assessor’s Map 23 as Parcel 125.

The Pepperell Zoing Board of Appeals will hold a Public Hearing on September 9 at 7:30pm in Pepperell Town Hall, Conference room A regarding an application that has been submitted by Thomas G. Beek, requesting a Zoning Board of Appeals SPECIAL PERMIT under Section 3400 of the Town of Pepperell Zoning-By-Law, which if granted, would allow the renovation of an existing building into a family-occupied accessory apartment. The proposed accessory apartment would be connected to the main house on the lot. Subject property is located at 6 Jewett Street, Pepperell, MA, as shown on Assessor’s Map 20 as Parcel 70.

The Pepperell Zoing Board of Appeals will hold a Public Meeting on October 26 at 6:30pm in Nissitissit Middle School, Caferteria or Library (pending), prior to the Special Town Meeting regarding an application that has been submitted by Maureen Allen, requesting a Zoning Board of Appeals SPECIAL PERMIT under Sections 3300 through 3320; 9221 and 9300 of the Town of Pepperell Zoning-By-Law, which if granted, would allow a home occupation for the purpose of providing the service of daycare for dogs. The Pepperell Zoing Board of Appeals will hold a Public Hearing on November 18 at 7:00pm in Pepperell Town Hall, Conference room A regarding an application that has been submitted by David and Lorraine Murphy, requesting a Zoning Board of Appeals SPECIAL PERMIT under Sections 9221 and 3400 of the Town of Pepperell Zoning-By-Law, which if granted, would allow an accessory apartment in an exiting barn, which is attached to the dwelling. The Pepperell Zoing Board of Appeals will hold a Public Hearing on November 18 at 7:30pm in Pepperell Town Hall, Conference room A regarding an application that has been submitted by Kimberly Gordon requesting an ADMINISTRATIVE APPEAL. Applicant seeks relief from the Zoning Board of Appeals under Section 9223 of the Town of Pepperell Zoning-By-Law and M.G.L. Ch. 40A, Sections 8 and 15. Applicant appeals the action of the Building Inspector dated September 3, 2009 directing the Applicant to cease and desist from activities at 75 Groton Street as set forth in said notice. Override Election - Monday, June 29

Pepperell Town Clerk & Board of Selectmen

The Town of Pepperell will hold a special election, Monday, June 29, 2009, for the purpose of holding a referendum vote under the provisions of MGL, CH. 59, s. 21C(m), relative to a Proposition 2 1/2 override for funding the Library, the Council on Aging/Senior Center, and the Community Center for FY 2010.

This election will decide whether the voters wish to support a Proposition 2 1/2 tax override to keep open Lawrence Library, the Senior Center, and the Community Center.

  • Why is this Override necessary?

  • Why can't the Town budget be cut instead of raising taxes? The Finance Committee reviewed individual department budgets over a five month period and has already made more than $400,000 in cuts; including layoffs, across the board pay cuts to non-union personnel, and elimination of targeted expenses. Further, most contracted and union personnel have offered concessions to their expected FY2010 salaries. Town Meeting concurred that further cuts would not be practicable.
  • Why are the Library, Senior Center, and Community Center being targeted for closure? The Selectmen and Finance Committee do not want to close the library, Senior Center, or Community Center. However, by statute any requests for override funds must be tied to one or more specific expenditures and cannot be tied to "general governance" or "operating expenses". Collectively, the Lawrence Library, Council on Aging (i.e., Senior Center), and the Community Center budgets represent the full remaining shortfall amount.
  • What happens if the override passes? The Lawrence Library, Senior Center, and Community Center budgets will be funded and will remain open.
  • What happens if the override fails? Town Meeting approved contingent 1/12th budgets for each department to allow one month for the staffs to close the buildings.
  • How much will the override cost? The State will certify Pepperell's official tax rate after the fall Town Meeting, but the Assessors department expects the override to add approximately $52/year per $100,000 property valuation. The following amounts are estimates and subject to change, but are based on the best available data:

The election polling place will be at the Varnum Brook gymnasium, 10 Hollis Street. The polls will be open from 7:00am - 8:00pm on June 29, 2009.

Den Connors - 1950-2009

Pepperell Town Hall

The Pepperell Town Hall family is greatly saddened by the passing of 26-year Pepperell resident and the town's System Administrator, Den Connors. In addition to always being a friendly and helpful face in town hall, Den was well known in town for his broad community involvement; including with the Pepperell Fire Department's Hook and Ladder Company, as an active member of the Community Church, and as a former Cubmaster and Scoutmaster.

Visiting hours will be held at the Marchand Funeral Home, 16 Pleasant St, Pepperell on Monday, September 7 from 4:00 - 8:00pm and a funeral service will take place on Tuesday morning at 10:00am at the Community Church.

Illegal Hydrant Use could cost rate payers dollars

Pepperell DPW - Water Division

It has come to the attention of the Water Deparment that some contractors, hydro-seeding companies, and pool companies have been using our town fire hydrants to fill their trucks. Please be advised that only town departments (i.e., Fire Dept., Water Division, and Highway Division) are allowed to utilize town fire hydrants - No One Else.

The Water Division would appreciate if townspeople would keep a watchful eye out and report any unauthorized personnel utilizing a fire hydrant. Please report any sightings to the Pepperell Water Division and/or the Police Department.

Not only is this tampering and theft of a public utility; but this could also cause possible water contamination and/or pipe damage. Minimally, it adds to the rate payers' cost of pumping and distributing water through the system, but pipe damage or contamination could cost hundreds of thousands of dollars in repair expenses.

Emerson Village will hold a Model Unit Open House on July 15 from 5:00-8:00pm and an informational meeting at Pepperell Town Hall, Conference Room A on July 22 from 6:00-8:00pm. The Lottery will be held on August 26, 2009 in Pepperell Town Hall, Conference Room A at 6:00pm.

Applications for the lottery are available at Office of the Town Administrator in Pepperell Town Hall and at Lawrence Library, or by writing to JTE Realty Associates, P.O. Box 955, North Andover, MA 01845, 978-258-3492, or emerson@jterealtyassociates.com. Mailing Address Must Be Provided.

Tranfer Station to be Closed on July 4

Pepperell Highway Division

The Pepperell Transfer Station will be closed on Saturday, July 4 for Independence Day. The Transfer will be open during regular business hours on Friday, July 3.

Please note that the Pepperell Highway Division and all other DPW Divisions will be closed on Friday, July 3.

Manditory Water Conservation Regulations in effect May-October

Mandatory Water Conservation Regulation in Effect from May 1st through Oct. 31st. Outdoor watering of any kind is restricted to even numbered days of the month for homes with an even address and odd numbered days for homes with an odd number address. 2010 Decennial Census Ongoing April - July

US Census Bureau & Pepperell Police Department

US Census Bureau will be sending out Census Takers to all neighborhoods in order to conduct the "2010 Decennial Census." Census Takers will be credentialed with visible identification and carrying handheld computers to capture physical addresses using GPS coordinates. This census taking will be conducted during the months of April through July. The US Census Bureau requests your cooperation with the Census and the Census employees.

Should you have any concerns or questions about an individual posing as a Census Taker, please contact the Pepperell Police Department.


Mercury Recovery Program

Pepperell DPW and Board of Health

As of May 2008, it is illegal to dispose of products containing mercury in the trash, either through the use of the Town’s Transfer Station or private collection services. The most common items in which mercury is found are fluorescent light bulbs, thermostats, thermometers, and button-cell batteries.

The DPW and the Board of Health together are implementing a plan to keep mercury out of the environment by providing a way to properly recycle these products. You can recycle (at no charge) fluorescent bulbs at the Transfer Station if you have a use sticker or at Lorden’s True Value Hardware on Main Street. Thermostats, thermometers, and button-cell batteries can be recycled at no charge at either the Transfer Station or the Board of Health Office behind Town Hall. For a limited time, if you recycle a mercury thermometer, you can receive a free digital thermometer. If you have larger quantities of mercury that needs disposal, contact the Board of Health and arrangements can be made. Do your part to comply with this new law but more importantly to protect the environment.

Replace or Refurbish Town Hall?

Initial planning underway

Planning is currently underway to replace or refurbish Town Hall. A draft of the architect's review of the existing structure is available for review.

A History of Town Hall, including descriptions of the original Town Meeting discussions about buidling it, is available from the Pepperell Historical Commission.


Property Tax Work-off program
available for Senior Citizens

The Town of Pepperell is offering, through the Senior Center, a Property Tax Work-off Program that will assist senior citizens with their tax bills and secondly, the work will increase involvement for seniors in municipal government. You must be 60 plus years, own & occupy property that taxes have been paid, for a minimum of ten years. Only one abatement/application allowed per household and there are financial guidelines. $35,000 gross income single and $50,000 married.

Emergency Medical Services, Police, and Firefighters are trained to respond quickly to help save lives. Unfortunately, most house numbers are virtually impossible to see at night. This puts you and your loved ones in danger.

The law requires clear identification of all homes, but because these laws are generally not enforced, many families fail to ensure that their address is visible at night. Many lives are lost each day simply because emergency help was delayed in reaching them. Don't let this happen to you.

EZ View Solar Powered Illuminated House Number are constructed with high quality electronic components, are maintenance free, and install with just two screws.

The EZ View Solar-Powered House Numbers are available at the Fire Department at 59 Main St. during normal business hours (except when out on inspections) and by mail by downloading an order form and mailing a check.

Pepperell Food Bank/PACH Outreach

Every second Thursday of the month

The Pepperell Food Bank is at the PACH Outreach office, located at the Knights of Columbus, 19 Jersey Street. Food distribution is on the second Thursday of every month from 1:30 - 3:00pm for any Pepperell resident with low income.  Proof of residency is required: utility bill showing name and address, as well as a photo ID. Household size and annual gross income limits for July 1, 2008 - June 30, 2009 are as follows:
1 person - $19,240, 2 persons - $25,900, 3 persons - $32,560,
4 persons - $39,220, 5 persons - $45,880, 6 persons - $52,540

The largest selection of food is available at the second Thursday distribution; however, food is available to Pepperell residents up to twice a month. For assistance, visit or call (978-925-8052) the PACH Outreach office during office hours: Tuesday, 6:00-8:00pm and Thursday, 1:30-3:00pm.
